Over 60,000 white land fee invoices issued in Riyadh

The Ministry of Municipal, Rural Affairs and Housing, represented by the White Land and Vacant Property Fees Program, announced today, Jan., the issuance of more than 60,000 white land fee bills in the city of Riyadh.

The move aligns with the directives of Crown Prince Mohammed bin Salman aimed at regulating the real estate market and achieving a balance between supply and demand.

 

In a statement, the ministry said the issuance of the bills was carried out in implementation of the provisions of the White Land and Vacant Property Fees Law and its executive regulations, following the completion of all regulatory and technical procedures.

 

The process is based on the approved geographic zones for applying the fees and in line with the tiers specified in the executive regulations, stressing that the application follows clear regulatory standards to ensure fairness and transparency.

 

The ministry noted that the law allows taxpayers who are serious about developing their land to benefit from payment grace periods, subject to specific technical requirements.

 

Requests for additional development periods are reviewed by the competent committees, adding that completing development within the prescribed timelines helps reduce the financial burden associated with the land.

 

It further confirmed that the law guarantees the taxpayer’s right to object to the fee bill before the competent committee within 60 days from the date of notification. The committee is required to issue its decision within 60 days from the date the objection is submitted, in accordance with established procedures.

 

The ministry urged landowners whose properties fall within the zones subject to the law to review the issued bills through the White Land and Vacant Property Fees portal and take advantage of the available services that help accelerate development procedures.

 

The ministry added that the Itmam Developer Services Center provides direct support to owners of white land seeking to develop their properties by facilitating and expediting licensing and approval procedures and coordinating with government and service entities, enabling owners to complete their projects within approved regulatory frameworks.

 

According to data compiled by Argaam, the issuance of white land fee bills subject to the levy in Riyadh began today.
